Background and Discussion:

On August 8, 2023, HCHCD requested approval from Commissioners Court to apply to the Continuum of Care for the renewal grant for FY2023 CoC Northline project in the amount of $1,045,342 to renew the CoC Northline grant for the purpose of providing a safe living environment through 53 scattered-site permanent supportive housing units for homeless men and women throughout Harris County.

On February 26, 2024, HUD notified Harris County of its award in the amount of $651,958 to serve 31 chronically homeless persons in scattered-site housing. Then on October 22, 2024, Harris County received the FY2023 CoC Grant Agreement for execution and return to the U.S. Department of Housing and Urban Development (HUD).

Now, it is recommended that Commissioners Court authorize Harris County Housing and Community Development to accept the award of $651,958 in FY2023 CoC Program funds to renew the CoC Northline project and execute the grant agreement for the purpose of providing a safe living environment through 31 scattered-site permanent supportive housing units for homeless men and women throughout Harris County.

Expected Impact:

FY2023 CoC Program funds for the Northline renewal project will increase funding availability for Harris County to continue to provide tenant-based rental assistance for homeless men and women throughout Harris County.

Alternative Options:

There are no alternatives as Harris County Housing and Community Development has no other funding source that allows Harris County to provide scattered-site rental assistance and supportive services for homeless residents in Harris County area.
