Background and Discussion:

On October 30, 2025, the Commissioners Court approved a request for a construction contract award to MC2 Civil, LLC for construction of Fellows Road at Beltway 8 Improvements project, as part of Barrier-Free HCTRA program in the amount of $1,534,703.50.  The Fellows Road at Beltway 8 Improvements project provides ADA and pedestrian-accessibility near HCTRA’s Sam Houston Toll Road.

This request is to add a temporary signal and replacement of the VIVDS camera system at this location for an increase of $190,000 with an updated total contract value of $1,724,703.50.  The original scope of work only included replacement of VIVDS cable while leaving the existing VIVDS cameras in place. After discussion with TXDOT and the manufacturer, it was determined that the whole system will need to be replaced as the existing camera system is obsolete and the parts necessary to replace the cables are no longer manufactured.

Expected Impact:

The temporary traffic signals will reduce signal down time and ensure safe and smooth operation of the intersection during construction. The new VIVDS camera and the additional quantity of lime will ensure that the scope of work is executed as it is called out in the plans. These changes will improve project delivery.

Alternative Options:

No other recommended option for this identified need.
