Request Summary (Agenda Caption):
title
Request for approval to transfer the risk management function from Human Resources & Risk Management to the Office of Management and Budget in FY 2025.
end
Background and Discussion:
The HR transformation was initiated on March 26, 2024, which will lead to improved talent acquisition and retention, learning & development, performance management, and HR business processes. Because of the level of effort and scope of HR transformation, it is recommended that the Risk Management division be transferred to the Office of Management and Budget (OMB). The Finance and Administration division would also be transferred to OMB and will support both Risk Management and Human Resources.
The movement of these functions will result in a total of 30 positions (25 General Fund positions) being transferred to OMB along with $4,469,926 in General Fund budget. During the FY 2025 budget process, the General Fund budget amount may be adjusted to reflect other Commissioners Court decisions. The Workers’ Compensation and Risk Management Fund budgets will also be transferred to OMB since they are directly related to risk management activities.
If approved, the Office of County Administration will work with HRRM, OMB, Auditor’s Office, Universal Services, and any other relevant departments to do any and all things necessary or convenient to accomplish the purpose of this request. This will include, but is not limited to, transferring positions, employees, equipment, parking spaces, purchase orders, and budget.
Expected Impact:
Transferring these two divisions to OMB should allow Human Resources to develop and operationalize HR transformation more effectively and timely.
Alternative Options:
Commissioners Court could choose not to transfer risk management functions to OMB.
Alignment with Goal(s):
