Request for approval to pay for Children’s Funding Project via check in the amount of $19,250.00 for 6 hours of coaching per month for 6 months leading to a completed cradle-to-career local fiscal map developed by local lead staff that results in a budget scan for Harris County, and a data collection tool.

Background and Discussion:
The cradle-to-career local fiscal map will identify what federal, state, and local early childhood dollars exist in Harris County and will identify opportunities, gaps, and areas for alignment. Precincts 2 and 4 will equally fund this project, at a cost of $9,625.00 per office.
Expected Impact:
This coaching will allow Precinct 2 and Precinct 4 staff to analyze cradle-to-career funding in Harris County and identify funding gaps, overlaps, and missed opportunities for alignment and identify opportunities for state legislative action in the upcoming 90th Texas Legislative Session.
Alternative Options:
The alternative option is to not fund this project and rely on existing, publicly available information about early childhood funding. This would leave the County lacking a comprehensive analysis of how dollars flow locally and where funding overlaps or falls short, limiting a robust conversation at the state level.
