Background and Discussion:

The U.S. Department of Transportation (USDOT) released a Call for Projects for the 2026 Federal Lands Access Program (FLAP) in March 2026. The program seeks to enhance transportation facilities that provide access to, are adjacent to, or are located within federal lands.

Precinct 4 seeks to respond to Federal Lands Access Program (FLAP) 2026 Call for Projects for an in-kind grant to support the development of a hike and bike trail, tentatively named Brandt Hike and Bike Trail, in Bear Creek Pioneers Park. Harris County Precinct 4 confirms maintenance of the trail once built by the FLAP.

Expected Impact:

Precinct 4’s application seeks to support a hike and bike trail within the Addicks Reservoir in Bear Creek Pioneers Park, offering a connection from the Cullen Park Trail. The proposed trail will extend from State Highway 6 into Bear Creek Pioneers Park, just south of Clay Road, creating a critical link between existing recreational assets and improving access to federally managed lands. The reservoirs in west Houston, managed in partnership with U.S. Army Corps of Engineers, provide a unique combination of expansive natural landscapes and developed recreational amenities. The trail will help provide a critical pathway and enhance multimodal access into Bear Creek Pioneers Park for thousands of residents and visitors.
