Request for approval to utilize a CMAR (Construction Manager-at-Risk) delivery method for the Tracy Gee Community Center Renovation project, and the Purchasing Agent be authorized to issue a Request for Qualifications (RFQ) and administer the selection of the Construction Manager based on reputation and quality. Once selected, the CMAR would assist the Architect of Record with constructability, value engineering, and cost estimates, and all phases of work under the CMAR will be publicly bid and the bidding process will be overseen by the Purchasing Agent and their office, UPIN 24104MF3BB01, Precinct 4.

Background and Discussion:
On July 15, 2024, Commissioners Court approved authorization to initiate the pre-design activities of the Tracy Gee Community Center, located at 3599 Westcenter Drive in Precinct 4. An RFQ process will be completed to select and award project for architectural and engineering services. The major renovations to the existing facility will consist of sustainable upgrades and additions with possible replacement as necessary to accommodate the growing needs of the community in Precinct 4.
Expected Impact:
Advertisement of the CMAR will allow the County to have a General Contractor under contract to work with the County during the design phases to help encumber funds in a timely manner for long-lead items. Procuring the General Contractor during design phase will also help manage the budget and schedule for the project.
Alternative Options:
Commissioner court could postpone the approval to utilize CMAR, however this will postpone the procurement of a General Contractor thus delaying the possibility to encumber funds in a timely manner and delay critical path schedule to encumber construction funds prior to end of Fiscal Year 2025.
