Background and Discussion:

The Harris County Institute of Forensic Sciences (HCIFS) is undergoing the implementation of a new case management system, a product of LabLynx, Inc. This new system will allow HCIFS to integrate Crime Laboratory and Medical Examiner related information, automatically track evidence to ensure chain of custody, migrate to a paperless solution, and easily share appropriate information to external stakeholders.

Expected Impact:

Internal HCIFS users are primarily impacted by the case management systems as it will allow for easier data management and coordination among Department disciplines. External HCIFS stakeholders, including 80 different submitting law enforcement agencies, the District Attorney’s Office, the Public Defender’s Office, private attorneys, hospitals, funeral homes, families, media, researchers, and the public routinely rely on information provided by HCIFS, and will now be able to electronically submit evidence information and retrieve reports when needed.

Alternative Options:

The alternative is for HCIFS staff to continue to use its antiquated systems that are past their life expectancy and no are no longer eligible for service or maintenance by the manufacturer / vendor.  If these systems were to malfunction or otherwise fail it would be catastrophic for HCIFS and for any stakeholder who relies on the evidence processed and reports generated by the Department.

Alignment with Goal(s):

_ Justice and Safety

_ Economic Opportunity

_ Housing

_ Public Health

_ Transportation

_ Flooding

_ Environment

_ Governance and Customer Service
