Request Summary (Agenda Caption):
title
Request for approval of a certain project, decreeing the project to be a public necessity and convenience, and directing the Harris County Real Property Division to acquire, one (1) sanitary sewer easement tract for the public project known as Sanitary Sewer System Construction - Westfield Estates - 2023, for the purpose of design and construction of Westfield Estates wastewater system, UPIN 23208MF2XZ01, Precinct 2.
end
Background and Discussion:
For the American Rescue Plan Act grant funded wastewater infrastructure project for the Westfield Estates subdivision in Precinct 2, Harris County requires a sanitary easement for the force main where it crosses Halls Bayou. Westfield Estates currently relies primarily on outdated and failing septic systems for wastewater services. The proposed project consists of approximately 33,000 linear feet of sanitary sewer lines, 3,600 linear feet of sanitary force main, a proposed lift station, and a possible 750 wastewater service connections.
Expected Impact:
Provide improvements to the drainage, vehicular, and pedestrian conditions in the Aldine area. The proposed wastewater improvements would significantly improve environmental health and safety within the Westfield Estates subdivision, while increasing overall quality of life. Access to wastewater services has a potential to increase developments within the area.
Alternative Options:
A different route across Halls Bayou would need to be designed and constructed. This could increase construction and design costs and put the project at risk of not meeting the American Rescue Plan grant funding deadlines.
County Strategic Plan Goal: 2. Connect our community with safe, reliable, equitably distributed, and well-maintained infrastructure.
