Background and Discussion:
The Project consists of the design and construction of a northbound exclusive left turn lane with 350’ storage length and a northbound exclusive right turn lane with 250’ storage from northbound Westgreen Boulevard into IH-10 development. Additionally, modifying the existing TXDOT traffic signal and pedestrian elements at the intersection of Westgreen Boulevard and IH-10. service road is within TxDOT Right-of-Way, and a Local On-System Agreement (LOSA) is required for construction. An agreement was fully executed on 4/18/2024.
LOSA amendment needed because TxDOT issued permit includes a condition to execute a LOSA amendment to revise the LOSA scope of work and cost Exhibit to match the recent design.
Expected Impact:
The project seeks to improve traffic operations at the intersection, also to upgrade the existing pedestrian facilities to improve pedestrian mobility along interstate highway IH-10. This intersection is serving several Metro Buses serving Katy areas, reducing Metro buses waiting time in the intersection will improve the public transportation performance and use in Katy areas.
Alternative Options:
If not approved, the residents will not benefit from the mobility improvements in Katy areas.
