title
Request for approval of an award on the basis of low bid to Sprint Sand & Clay, LLC in the amount of $18,840,241 for excavation of Arbor Oaks Stormwater Detention Basins for the Flood Control District, and for the County Clerk to execute any applicable bonds to be received (250110), MWBE Contracted Goal: 25.77%.
end
Background and Discussion: The project is located within the White Oak Bayou Watershed near the confluence between White Oak Bayou (E100-00-00) and Vogel Creek (E121-00-00). The project is located in the former Arbor Oaks Subdivision, which is in an area that has experienced widespread flooding including Hurricane Harvey. This project was added to Bond Program in 2018 under the Bond ID C-15 and has a Prioritization Score of 4.60.
Under the project, the contractor will construct four (4) proposed regional stormwater detention basins. This project is funded through three (3) funding sources including local funding and federal grants. The first federal grant funding is from the United States Department of Agriculture (USDA) through its Natural Resources Conservation Service (NRCS) Grant Award. This grant is an Emergency Watershed Protection (EWP) Pilot Program with the objective to restore floodplain areas. Additionally, this program has received a grant from United States Housing and Urban Development (HUD) under the Community Development Block Group Grant (CDBG) Award and is administered by the Texas General Land Office (GLO). This grant is under the Disaster Recovery (DR) Program.
Expected Impact: The Arbor Oaks Stormwater Detention Basin aims to reduce the risk of flooding in the Arbor Oaks and Greater Inwood neighborhoods in the White Oak Bayou watershed by providing approximately 221 acre-feet of stormwater storage and estimated to reduce the area of inundation by 52 acres and 2.3 miles of roadway.
Alternative Options: Under the No action alternative, area residents would continue to be affected by area flooding. No action would also fail to meet the purpose and needs of mitigating flood risk and provide additional system capacity for this NRCS and CDBG-DR funded project.
