Background and Discussion:

Commercial Paper A-1 is used to (1) pay contractual obligations incurred or to be incurred for the construction of and the purchase of fixtures, equipment and machinery for or in connection with the County's criminal and civil justice centers, the County's firefighter training facility, (2) pay contractual obligations incurred or to be incurred for the purchase of automobiles and other vehicles, equipment and machinery, including computers, materials and supplies for the operations of the County precincts and departments and other authorized needs and purposes including services provided by engineers, architects, attorneys, auditors, financial advisors.

Commercial Paper is being requested for the Application Repair and Replacement project and is expected to be repaid within the next three fiscal years either through bonds, budgetary means, or pay-as-you-go sources.  This is for approval for allocation of commercial paper for a previously approved project within the previously authorized amount.

HB 1869 compliance confirmed by: Scott Lemond, Special Assistant County Attorney, February 28, 2022.

Expected Impact:

The repair/replacement of these applications is critical to ensuring continuity of County services. These reduce overhead costs required to support current and legacy applications. Upgraded applications also ensure Harris County departments and end-users do not have to work with unsupported technology, which would be more susceptible to failure and vulnerable to cyber-attacks.

The new rewritten application will reduce overhead costs required to support current applications. The new

application which will be rewritten in .Net will provide the following benefits:

• Access to a wider pool of resources for development support

• Enable Configuration Management to more easily deploy code (using .Net)

• User access to enhancements not provided in the original design

• Enable the team to clean up some of the current JIMS2 backlog

• Eliminate the need to pay for Java support (after December 2022 Java updates will be at cost).

Alternative Options:

This project addresses the updates, replacement, or redevelopment of end-of-life applications/software packages. If we elect not to repair or replace these items, Harris County will see rising support costs and eventually failure of these applications which would impact customer functionality and the ability to service the constituents.

In terms of JIMS2, if we elect not to re-write the application, we will continue to see increase in maintenance costs, application outages, and potential exposure to increased security risks.
