Background and Discussion:

On 11/12/2024 Commissioners Court approved the unfunded PCN deletion policy and directed the Office of Management and Budget (OMB) to implement the reconciliation exercise and enforce departmental compliance.

Based on discussions with stakeholders, OMB has made several revisions to the policy designed to assist departments with personnel operations. Furthermore, the results Phase 1 - General Fund Positions are summarized below and presented in detail through the attachments.

Results of the Unfunded PCN Deletion Exercise

The exercise results are summarized below and the attachment documents to this RCA provide additional levels of detail:

•                     Exemptions - After review by OMB and discussions with departments, an estimated total of 9 PCNs are recommended for exemption per the policy.

•                     Inactivations/Deletions - After review by OMB and discussions with departments, an estimated total of 97 PCNs are recommended for inactivation/deletion per the policy.

Countywide PCN Roster - Following the completion of this exercise, the countywide PCN roster (for Funds 1000-1080, 2890, 5302, 5310) will decrease by an estimated 97 PCNs and is estimated to be a total of 19,356 PCNs.
