Background and Discussion:

Hurricane Harvey hit the area August 25-27 of 2017, flooding the region with an unprecedented rainfall that inundated Harris County. This flooding caused damage to homeless shelters, apartments, and housing complexes serving the region’s historically underserved communities.

With affordable housing supply at a critical low before Hurricane Harvey, the County made concerted efforts to preserve existing housing, expand new construction of owner and renter units, offer down-payment assistance to eligible homebuyers, and other housing development and social services.

Now post-Harvey, HCCSD continues to invest in affordable housing and supportive services for residents most impacted by the disaster, many of which have limited access to information on how to access critical resources available to them.

HCCSD must provide accessible and easy to navigate information readily available to Harris County residents in need of the services the department provides to the community.

An effective communications and web development consultant shall be able to build an improved website to act as a central information hub and increase access to HCCSD program information during disaster events, in preparation for them, and after a disaster as well as during non-disaster periods when vulnerable populations are still in need of services to build resiliency.

HCCSD will utilize the Community Development Block Grant (CDBG), CBDG for Disaster Recovery, HOME Investment Partnerships Program Grants, and other funding awarded to Harris County by the U.S. Department of Housing & Urban Development.

Expected Impact:

HCCSD expects to have a single, central website that is user friendly and accessible. The department expects to have marketing and communications collateral developed for programs and services tailored to the appropriate audiences. All marketing and communications collateral will have a consistent look and language according to the branding and communication guides which will be developed at the beginning of the project.
