Background and Discussion:

On December 5, 2023, Harris County Commissioners Court approved the Supportive, Healthy, Inspiring, Nurturing, Environments (SHINE) Child Care Facilities Fund with an initial allocation of $35 million to provide funding for repairs and renovations to child care facilities in Harris County, along with cost-free technical assistance and training.

On May 7, 2024, Commissioners Court reduced the limit of appropriation by $17.7 million. Subsequently, on September 24, 2025, the Court approved an additional reduction of $1,150,000.00, resulting in adjustments to the Grant Administration and Program Fund budget line items. The total program budget decreased from $17.3 million to $16.15 million.

In addition to these reductions, an additional $932,036.00 in Program Funds is being voluntarily returned by the SHINE vendor, Low Income Investment Fund (LIIF), further reducing the program budget to a new total of $15,218 million.

Additionally, this amendment increases the possessory allocation amount from $2 million to $4 million to support program administration and grantee fund distribution.

This RCA seeks Commissioners Court approval for an amendment to the agreement with the SHINE vendor, Low Income Investment Fund (LIIF), to accommodate these reductions. The amendment includes an increase to the Possessory Allocation and achieves the reduction in funds.

Expected Impact:

Upon approval of this amendment, Harris County will have the ability to continue implementation of the SHINE program and meet the established milestones in a timely manner.

This amendment reflects a net budget decrease from $17.3 million to $15,218 million. The possessory allocation increase from $2 million to $4 million will be accommodated within the revised total program budget. No additional County funding is required beyond the approved appropriation.

Alternative Options:

Commissioners Court could decline the amendment request, forcing further negotiations with the vendor, and countering the court approved, September 24, 2025 budget reduction.
