Background and Discussion:

This project’s purpose is the repair of HCFCD channel E125-00-00-X011 under the Maintenance Matters proposition,  including erosion and slope failure repairs, installation of riprap for protecting against future failures, removal and disposal of sediment accumulations, replacement of aging outfall pipes and structures, and the installation of backslope swales to assist integrity of channel slopes and ensure proper drainage from property adjacent to the channel. HCFCD received three (3) responsive bids on March 16, 2026, for this project.

The lowest bidder, DL Glover, LLC withdrew their bid on April 22, 2026.  The recommendation is to award the project to the second lowest responsible bidder, Texas Dewatering, LLC.

Expected Impact:

This project restores the conveyance capacity and overall functionality of channel E125-00-00 to its original as-designed condition. It stops the spread of currently worsening erosions as well as prevents the formation of future erosions.

Alternative Options:

The “Do Nothing” option to E125-00-00 would allow continued erosion in channel slopes, and berms, leading to further detriment of the channel’s intended functionality, as well as potential safety hazards for the general public should an individual choose to walk near or along the channel.
