Background and Discussion:

On August 6, 2025, Results for America informed Harris County Housing and Community Development of the opportunity to apply to participate in the 7-week virtual Power in Practice Solutions Sprint. Participating Sprint teams may be chosen to receive a $15,000 grant after completing the training seminars. The grant is to implement the Tenant Right to Council program to assist Harris County residents facing eviction.

On August 22, 2025, Housing and Community Development (HCD) submitted an application to participate in the 7-week virtual Power in Practice Solutions Sprint program.

Results for America, in partnership with the National Coalition for a Civil Right to Counsel, PolicyLink, and Strategic Actions for a Just Economy, is a nationwide collaboration seeking to support local groups that strive to provide Tenants with the Right to Counsel facing eviction. The group offers local government and community partners seeking to collaborate to promote local jurisdictions to establish Tenant Right to Council policies, providing individuals with free legal counsel when facing an eviction. Results For America-Tenant Right to Council is offering a 7-week virtual solutions sprint to train and educate local collaborative groups on best practices while working towards the promotion and activation of local tenants' rights to council laws and policies. After the sprint team completes the 7-week course through Results for America training sessions, two of the participating groups may be chosen to receive a $15,000 grant to implement Tenant Right to Counsel programs within their local jurisdictions.

Expected Impact:

If Commissioner’s Court approves HCD’s participation in the 7-week virtual Power in Practice Solutions Sprint program, that may offer a $15,000 grant to the Sprint participants upon completion, who are working in collaborative efforts to provide Harris County residents with free legal counsel when facing eviction.
