Request by the Flood Control District for approval to accept an amendment to an agreement with the Texas Division of Emergency Management to extend the grant end date to September 12, 2026 for the Federal Emergency Management Agency Legislative Pre-Disaster Mitigation - Halls Bayou Bluebell Detention Basin project (Halls Bayou Watershed, Bond ID C-41, Project P518-12-00-E001, Precinct 2).

Background and Discussion:

It is recommended that the Flood Control District be authorized to accept an amendment to the Federal Emergency Management Agency Legislative Pre-Disaster Mitigation (FEMA LPDM) Grant Award for the Halls Bayou Bluebell Detention Basin project. This grant funding is available specifically for this project in the FY22 Federal Budget and was submitted by the late Congresswoman Sheila Jackson-Lee, during her tenure representing the 18th District of Texas.

This grant amendment will extend the period of performance by one year to 9/12/2026 and continue to provide financial and technical assistance to the Flood Control District District for the Halls Bayou Bluebell Detention Basin project. The amendment extends the period of performance by 365 days with no change in funding.

Expected Impact:

This grant will continue to fund the P518-12-00 stormwater detention basin project through construction. This project is part of the Halls Bayou Watershed Implementation Program, which is an ongoing program that allows the Flood Control District to take a watershed-wide approach to planning flood risk reduction project in the Halls Bayou watershed, a historically underserved community.  The Flood Control District will utilize its resources and applicable consultants during the project, as well as the management of the grant approval process in compliance with Harris County statutes, applicable laws of the state of Texas, and Policy regarding Federal Grant Awards.

Alternative Options:

The alternative is to not accept the grant amendment, wherein awarded unused grant funding would be returned to FEMA and projects lose funding.

County Strategic Plan Goal:  2. Connect our community with safe, reliable, equitably distributed, and well-maintained infrastructure.

County Strategic Plan Objective: H: Improve the condition and resilience of County transportation, flood control, and other infrastructure.
