Request Summary (Agenda Caption):
title
Request for approval to execute a Joint Participation Interlocal Agreement with Westchase District to initiate a planning study for trail enhancements and improved multimodal connectivity throughout the Westchase District, UPIN 25104MF3U301, Precinct 4.
end
Background and Discussion:
The study will evaluate opportunities to expand safe trail access to schools, transit hubs, parks, and businesses within the Alief neighborhood. The study area lacks safe, connected pedestrian and bicycle trails, limiting access to key destinations. The CHC initiative will advance design and planning for four priority trail enhancements that expand the existing network and improve connectivity to schools, transit hubs, parks, and businesses. Building on HCTRA’s 2022 Tollways to Trailways Plan and Westchase’s Long-Range Plan, the project focuses on off-street trail improvements that strengthen connections to the Westchase District Trail System, Westchase Park and Ride, Arthur Storey Park, Brays Bayou Greenway Trail, Alief schools, and Amity Park, enhancing safety, accessibility, and mobility across the area.
Expected Impact:
Reduce gaps in connectivity and ensure mobility for residents, workers, and visitors traveling between schools, transit hubs, parks, and businesses in the Westchase District, including Alief, Sharpstown, Mid-West, and Royal Oaks. Improve safe pedestrian and cyclist access. Improve regional multimodal connectivity for users of all abilities. Improve community resilience during extreme weather events by providing alternative transportation options.
Alternative Options:
There are no alternative options; if not approved, it may result in delays.
County Strategic Plan Goal: 2. Connect our community with safe, reliable, equitably distributed, and well-maintained infrastructure.
