Background and Discussion:

Commissioners Court has approved $915 million of programs funded through ARPA funds.

The ARPA Steering Committee recommends the adjustments below to establish funding allocations for available funds, totaling $37.8 million:

•                     Negotiate amendment to the Healthy Minds, Healthy Communities contract with the Harris Center, reducing the limit of appropriation by an additional $4.0 million

•                     Negotiate amendment to the Youth Diversion contract with the Harris Center, reducing the limit of appropriation by $1.0 million

•                     Negotiate amendment to the SHINE Childhood Facilities Fund contract with Low Income Investment Fund, reducing the limit of appropriation by $17.7 million

•                     Reduce the Lead Screening & Abatement budget by $5.0 million

•                     Reduce the Food & Nutrition budget by $1.5 million

•                     Reduce Single Family Rehabilitation budget by $2.6 million

•                     Reduce the Single Family Acquisition budget by $4.0 million

•                     Reduce the Single Family Reconstruction budget by $2.0 million

Expected Impact:

Reduced access to priority outcomes in relevant focus areas; appropriate fiscal adjustments needed to reach goal of 100% allocation in 2024.
