Background and Discussion:

Harris County Commissioners Court approved the Supportive, Healthy, Inspiring, Nurturing, Environments Child Care Facilities Fund (SHINE) on December 5, 2023 to provide funds for repairs and renovations to child care facilities in Harris County, along with cost-free technical assistance and training. On May 7, 2024 Commissioners Court reduced the limit of appropriation. This RCA seeks to solicit Commissioners Court approval for an Amendment to the agreement with the SHINE vendor, Low Income Investment Fund (LIIF) to accommodate the reduction in funds. The amendment includes minimal changes to the statement of work, and achieves the reduction in funds by reducing the number of grants made to local child care providers for repairs and renovations and by reducing some of the administrative costs.

Expected Impact:

Upon approval of this amendment, Harris County will have the ability to implement the SHINE program and meet the established milestones in a timely manner.

Alternative Options:

Commissioners Court could decline the amendment request, forcing further negotiations with the vendor.
