Request Summary (Agenda Caption):
title
Request by the County Judge for approval to accept amendments to agreements with the Texas Office of the Governor-Homeland Security Grants Division modifying awards, with no required match, for the FY 2022 Homeland Security Grant Program with an extension through February 28, 2025.
end
Background and Discussion:
This is a correction to agenda item 17 approved in 12/19/2024 Business Commissioners Court adjusting the extension end date through February 2025 instead of 2024. The County has received funding from this grant program since 2002. This grant is funded by the U.S. Department of Homeland Security via the Office of the Governor, Homeland Security Grants Division and includes a suite of risk-based grants to assist state, local, tribal and territorial efforts in preventing, protecting against, mitigating, responding to and recovering from acts of terrorism and other threats related to interoperable communications. This grant provides grantees with the resources required for implementation of the National Preparedness System and working toward the National Preparedness Goal of a secure and resilient nation.
Expected Impact:
If accepted, the County de-obligates $237,471.87 of residual Urban Area Security Initiative funds from eGrant# 2972508 Hazmat Sustainment ($10,996.53), #3691205 Regional Planning ($26,047.42), #4123503 All Hazards Alert System ($20,023.50), 4573101 Community Preparedness ($36,980.62), and eGrant# Cybersecurity ($143,423.80). The Texas Office of the Governor-Homeland Security Grants Division conditionally approves to obligate funds in the amount of $315,969.76 to be allocated as follows: #2972508 HazMat Sustainment ($12,108.05), #4347302 Law Enforcement Special Responses: HCSO Air, Bomb, Dive, SRG, and MCP ($55,103.74), and #4573601 SWAT Unit Equipment and Training (DVE) ($248,757.97) with extensions through February 28, 2024.
Alternative Options:
Without this funding the County would need to find alternate funding, possibly utilize general funds, to maintain a robust Homeland Security Program.
