Background and Discussion:

Construction of 10’ wide trail along Fairmont Parkway from Armand Bayou Hike and Bike Trailhead to Red Bluff Drive, with a pedestrian bridge at Armand Bayou (B100-00-00). Proposed trail includes upgraded audio pedestrian signals, crosswalks, and ramps at signalized intersections at Center Street and Red Bluff Drive.

The change order includes the following:

-                     Bid item #34 originally specified a 4-inch concrete slab, contrary to the project drawings and Harris County Flood Control District (HCFCD) specifications requiring a minimum thickness of 5 inches.  To align with the correct specifications, a field adjustment was made, incurring additional costs.  The Engineer of Record (EOR) confirmed the 5-inch thickness specified on the project plan as accurate according to HCFCD specifications. This change will add $5,171.964 and 1 additional day to the contract.

-                     The decision to place a Type A inlet at this location was made to meet the drainage requirements caused by runoff from Fairmont Parkway, which could lead to future complications during heavy rainfall if not adequately addressed.  Importantly, the swale is positioned above a 30" RCP, enabling the connection of the new Type A inlet to the existing drainage line. This proactive action ensures efficient water management and reduces the likelihood of drainage problems arising from Fairmont Parkway runoff. This change will add $7,085.00 and an additional 4 days to the contract.

Expected Impact:

Increase the total cost for the contract and adding additional days to the contract time.

Alternative Options:

No action will result in substandard construction.
