Background and Discussion:

Based on the direction by Court on 6/29/2021, there were several initiatives that were launched to reduce the

backlog in the criminal justice system in Harris County. Harris County is seeking approval of the renewal for the term January 4, 2026 through- January 3, 2027.

Expected Impact:

To assess and document the current state of the County’s internally developed Cost Bill application, which supports financial and court-related functions. This initiative aims to preserve institutional knowledge ahead of a key SME’s retirement, identify system inefficiencies, and provide strategic recommendations for modernization.

Alternative Options:

The County could proceed as is, but with limited understanding of impact, lack of remedial support in project

delays and limited foresight into areas of future investment.
