title

Request for approval to sponsor West Houston Assistance Ministries (WHAM) in an amount not to exceed $60,000.00 to support case management services, short-term housing, and program administration for a pilot program with the Energy Corridor District providing services to unhoused people in the Energy Corridor.

Background and Discussion:

The Energy Corridor District (ECD) initiated a pilot program in partnership with West Houston Assistance Ministries (WHAM) in the fall of 2025. WHAM provides case management services, and ECD works with local hotels to pay for hotel beds until unhoused people can get into more stable/permanent housing. The ECD authorized an additional $60,000.00 for the program in 2026, but demand exhausted the budget much faster than anticipated. Additional funding will allow the program to continue serving unhoused people in the Energy Corridor.

Expected Impact:

This item would provide full funding of the program through Q1 of 2027. This would allow for the program to add additional case managers to serve the increased need and area of coverage for the program.
