Background and Discussion:

On October 8th, during the discussion of the OCA report on Veterinary Public Health (VPH), Commissioner Garcia made a motion to discuss VPH’s progress made toward the recommendations made in the VPH Assessment OCA report on the March 27th Commissioners Court. OCA made three general considerations in the report.

-                     Continue developing intake management strategies, building out shelter staff, and promoting responsible pet ownership.

-                     Embrace the One Health Framework and enhance activities in the context of Social Determinants of Health and the Community Health Assessment’s (CHA) findings.

-                     Continue prioritizing collaborations with the City of Houston BARC and nonprofit organizations.

VPH already has programs and activities around intake management strategies, collaborations with BARC and nonprofits, and promoting responsible pet ownerships, and have taken additional actions since the October 8th motion. The attached slide deck provides a breakdown of existing activities and what has been implemented since the OCA report came out.   Though not a recommendation, the OCA report discussed the Socially Conscious Sheltering framework and how other shelters have started to move to that philosophy. VPH is moving to adopt this framework and the progress towards adopting this is documented in the slide deck.

Expected Impact:

To inform court members of the progress VPH has made towards OCA’s recommendations and to show what the shelter is doing to improve the health and wellbeing of both animals and people in our community.
