Background and Discussion:

On September 18, 2025, Harris County Commissioners Court approved a Master Agreement between Harris County and Family Endeavors, Inc. for Endeavors Emergency Service Grant, funded with PY2025 ESG funds in the amount of $313,382 and TIRZ funds in the amount of $100,000.  These funds allowed the Subrecipient to provide rapid re-housing assistance, to include case management, application fees, security/utility deposits, and medium-term rental assistance to eligible unduplicated homeless households.

On December 11, 2025, Commissioners Court approved the First Agreement Amendment for the Endeavors Emergency Service Grant project to update the grant and application numbers; de-obligate $313,382 in PY2025 ESG funds and replace with $296,170 of PY2024 ESG funds and change the funding source of $100,000 from TIRZ to RDA Chapter 381 Homeless Funds (Fund 2403), revise the time of performance, and update the Scope of Services, the Budget and the Federal Award Identification Table. The total PY2024 ESG and RDA Chapter 381 Homeless funds (Fund 2403) was updated to $396,170.

On June 25, 2026, Commissioner’s Court approved the Second Agreement Amendment for the Endeavors Emergency Service Grant project to de-obligate $157,550.19 in PY2024 ESG funds, and update the Scope of Services, the Budget and the Federal Award Identification Table.  The total amount of PY2024 ESG and RDA Chapter 381 Homeless Funds (Fund 2403) decreased to $238,619.81.

The Third Agreement Amendment will update the grant and application numbers and reduce PY2024 ESG funds by $5,088.42. The amendment will also add PY2024 ESG-RUSH funds in the amount of $71,938.00 and PY25 ESG funds in the amount of $92,641.02, for a total increase of $159,490.60; update the Scope of Services (Exhibit A) and the Budget (Exhibit B); and revise the Federal Award Identification Table (Exhibit H). The total award amount is now $398,110.41 ($133,531.39 in PY2024 ESG funds, $71,938.00 in PY2024 ESG RUSH funds, $92,641.02 in PY2025 ESG funds, and $100,000 in RDA Chapter 381 Homeless Funds (Fund 2403).

Expected Impact:

There is no additional financial impact on the County. The total increase of $159,490.60 will be re-allocated from other HCD projects with unexpended balances or HCD’s unallocated funds.
