Background and Discussion:

This Agreement will allow the selected consultant to begin the final design, bidding and construction phase services of the Kingwood Diversion Ditch conveyance improvements. The project area is located in the northeastern part of Harris County bordering Montgomery County. The project begins upstream of the confluence of Bens Branch (G103-33-00) and the Kingwood Diversion Ditch (G103-38-00) and ends downstream to the outfall into West Fork San Jacinto River (G103-00-00). The total project length is approximately 4.2 miles along the Kingwood Diversion Ditch.  The project consists of channel conveyance improvement of Kingwood Diversion Ditch from its confluence with Bens Branch to the outfall into the West Fork San Jacinto River, construction of a diversion structure to divert flow off Bens Branch into the Kingwood Diversion Ditch, a drop structure to provide erosion protection against a naturally steep portion of the existing channel alignment near Walnut Lane area, and a new outfall at Woodland Hills into the West Fork San Jacinto River, and a 405 acre-feet stormwater detention basin to mitigate for impacts from the channel improvements and improvements to five existing bridges. The project area along Kingwood Diversion Ditch consists of approximately 3.86 miles inside Harris County limits and an additional 0.32 miles extends into Montgomery County.  The Prioritization Framework score for this project is 6.9.

Expected Impact:

The project seeks to reduce flood risks and strengthen resiliency in the San Jacinto watershed by providing flood risk reduction for the Kingwood Area which experienced several structural flooding events. The 100-year flood plain is removed from approximately 489 parcels.

Materials engineering and testing services under this agreement will provide essential quality control and assurance, ensuring that soils and construction materials meet specified standards and performance criteria, ultimately leading to enhanced structural integrity and longevity while reducing risks and costs associated with earthen and material failures. This quality control and assurance will help ensure that flood risk reduction projects are constructed properly.

Alternative Options:

The alternative to approving this item would be proceed to the 2nd highest ranked vendor, which would result in significant delays to the project schedule
