Background and Discussion:

Harris County MUD 62 and Precinct 4 partnered on a grant application submission for the TASA Call for Projects, as noted in the court resolution dated May 16, 2023, to TxDOT. According to the resolution, if the grant is awarded, Harris County will provide design and construction services for the non-TxDOT portion of the trail and commit to maintaining the project upon completion. Since Harris County MUD 62 submitted the application, TxDOT recognizes them as the primary sponsor and Precinct 4 as a partner. However, with Harris County implementing the design and construction, both MUD 62 and Precinct 4 agree for Harris County to become the primary sponsor and enter an Advance Funding Agreement with the TxDOT. As the primary sponsor, Harris County will receive the funds, enter the agreement with TxDOT, and manage the project. Therefore, this request seeks to transfer the University Asia Town Multimodal Path Project from MUD 62 to Harris County, making them the primary sponsor.

The scope of work for this project consists of the design and construction of approximately 4.6 miles of a 10' wide asphalt and concrete shared use path including sidewalks, grade-separated underpasses of I-10 & Colonial Pkwy, one prefab ped bridge , a mid-block crossing, curb ramps, high visibility crosswalks, signage, traffic calming features, a bike/ped counter, bike racks, landscaping, wayfinding, lighting, and other amenities between Mason Rd & Mason Access Rd, following the I-10 frontage road, Mason Creek, Mason Rd & Hwy 99, ending at the Houston METRO Grand Parkway Park & Ride garage.

Expected Impact:

The expected impact is that Harris County will be the primary sponsor on the University Asia Town Multimodal Path project in order to complete the design, construction, and maintenance of the trail.

Alternative Options:

The alternative would be that Harris County will not be the primary sponsor and would stay a partner on the University Asia Town Multimodal Path project, requiring an agreement between MUD 62 and Harris County to allow for the design, construction, and maintenance to be completed by Harris County Precinct 4.
