Background and Discussion:

The goal of the Putting Assets to Work (PAW) initiative is to develop underutilized County assets to generate revenue and/or deliver community benefits. On February 6, 2025, the Court approved the policy guidelines that began the parcel review and selection process. The Technical Advisory Group (TAG)1 and a third-party advisor spent the following three months narrowing down and selecting a portfolio of three assets for PAW’s first round. These sites were approved for detailed evaluation on May 8, 2025.

The detailed evaluation process included title search, market study, utility access points, determined highest and best use, and assessed development and financial feasibility. The title search found that the largest parcel of the sites near Ellington Airport was not owned by Harris County and that the smaller parcels at that site had deed restrictions that would make development infeasible. The analysis of the other two sites, 6301 Pinemont/0 Federal Plaza Drive and 0 Hillcroft Street, showed no known impediments to development and are financially feasible. Financial feasibility was determined using Value for Money and comparative market analyses. All reports were reviewed by the Office of the County Engineer, the Office of County Administration, and the Office of Management and Budget.

The Request for Proposal (RFP) was a collaboration between the County Attorney’s Office (CAO), Purchasing, and Engineering departments. The respondents may make offers for sale or lease on one or both sites along with a proposal to develop in accordance with each site’s highest and best use, while aligning with the surrounding community context.

Expected Impact:

Approval to advertise allows the County to engage with real estate developers to develop these sites and generate revenue.

Alternative Options:

The alternative would be to not advertise and for the sites to remain underutilized.
