Background and Discussion:
The Refugee Program conducts thorough health screenings for newly arrived refugees, including medical
history assessments, physical examinations, and laboratory tests. Additionally, the program detects and
address communicable diseases, chronic conditions, mental health concerns, and other health issues through
prompt diagnosis, treatment, and referrals to appropriate healthcare providers. Refugees receive necessary
immunizations and preventative care to protect their health and prevent the spread of infectious diseases
within the community. The Refugee Health Screening Program is required by the grant to provide
transportation services to its patients.
Harris County Public Health, Community Health and Violence Prevention Services (CHVPS) Division uses public
health approaches to prevent and disrupt violence in Harris County and is comprised of two programs - the
Holistic Assistance Response Team (HART) program and the Relentless Interrupters Serving Everyone (RISE)
(comprising the Community and Hospital Violence Interruption Programs). CHVPS is using grant funding to
provide transportation services to its participants.
Expected Impact:
The Refugee Health Screening Program (RHSP) of Harris County Public Health (HCPH) provides transportation services along with various other services to incoming refugees as part of the grant requirement. The HCPH
RHSP is the only refugee program in the Houston area providing such services to incoming refugees.
CHVPS provision of transportation services will increase the likelihood for program participants to reach their
identified goals.
Alternative Options:
Due to the amount of health services needed by the refugee population, the limited resources they
possess and their immigration status at the time of entry, limited resources exist as alternative options. Due to
the limitations of public transportation and needs of program participants, alternative options are lacking in
Harris County.
Alignment with Goal(s):
_ Justice and Safety
_ Economic Opportunity
_ Housing
X_ Public Health
X_ Transportation
_ Flooding
_ Environment
_ Governance and Customer Service
