Background and Discussion:

On September 18, 2025, Harris County Commissioners Court approved a Master Agreement between Harris County and SEARCH Homeless Services for SEARCH Rapid Re-Housing (RRH), funded with PY2025 ESG and TIRZ Generated Affordable Housing Funds in the amount of $464,606.  The ESG/TIRZ funds allowed the Subrecipient to provide rapid re-housing assistance to eligible individuals experiencing homelessness, including housing search and placement, housing stability case management, and other financial assistance.

On December 11, 2025, Commissioners Court approved the First Agreement Amendment for the SEARCH Rapid Re-Housing (RRH) project to change the funding source from TIRZ to RDA Chapter 381 Homeless Funds (Fund 2403) and update the Budget accordingly.  The total allocation remained $464,606 and consisted of $232,303 in PY2025 ESG funds and $232,303 in RDA Chapter 381 Homeless Funds (Fund 2403).

The Second Agreement Amendment will de-obligate $152,717.32 in PY2025 ESG funds and replace with an equal amount of PY2024 ESG funds; update the Budget and revise the Federal Award Identification Table to ensure the timely expenditure of PY2024 ESG funds.  The project allocation now consists of $232,303 in ESG funds ($152,717.32 in PY2024 funds and $79,585.68 in PY2025 funds) and $232,303 in RDA Chapter 381 Homeless Funds (Fund 2403), for a combined total of $464,606.

Expected Impact:

No additional cost to Harris County, the PY2024 ESG funds are being re-allocated from another PY2024 ESG project and unallocated ESG funds.
