Background and Discussion:

The P518-10-00-E001 (Phase 2) project is in northeast Houston in Harris County Precinct 2. The purpose of the project is to implement channel conveyance improvements (desilt, slope stabilization, crossing replacements, culvert repair) along P118-14-00 between the Hopper and Little York stormwater detention basins installed during the P518-10-00-E002 (Phase 1) project. Phase 2 will be constructed using remaining CDBG-DR 2017 Hurricane Harvey Round 1 grant funds remaining from Phase 1.

Expected Impact:

This project seeks to reduce flood risks and strengthen resiliency in Harris County by alleviating property and structural damages to the adjacent community. The objective is to restore channel capacity and increase conveyance of storm water along P118-14-00. This will reduce the financial, physical, and emotional burden flood damages place on homeowners. It will also reduce the financial impact of recovery costs to Harris County and federal flood insurance program.

Alternative Options:

There are no viable alternatives to this item being requested. Should this project not be approved to advertise for bids, existing conditions would not be improved to allow the channel to function at its design capacity or improve channel crossings to increase conveyance, and flood risk in the project area would remain the same or increase due to further accumulation of sediment, erosion, and infrastructure damage.
