Background and Discussion:

The Watershed Department receives Drainage Impact Analyses (DIA) for Hydrology and Hydraulics review by Risk Mitigation Department staff.  This is an ongoing service provided by the Flood Control District to ensure that proposed projects such as roadways and developments do not adversely impact the flood risk of others.  The Risk Mitigation Department reviewers are complimented by augmented staff who may be assigned DIA reviews, especially when the reviews utilize specialized software.

Expected Impact:

This will improve the quality of reviews of Drainage Impact Analyses that utilize specialized software.  It will also reduce average review turnaround time, as it reduces the case load for the in-house reviewers.

Alternative Options:

One alternative would be to hire an in-house reviewer with background in the various software packages necessary to complete these reviews, and to purchase licenses to each of those software packages.  In the short term, Drainage Impact Analyses that utilize specialized software either could not be reviewed and would need to be put on hold or could only be reviewed in a limited way that does not involve utilizing the advanced modeling tools.
