Background and Discussion:
This project entails the construction of storm sewer drainage to convey drainage in the Cedar Bayou Park East
and West Subdivision from Sjolander Road to Bayou Boulevard.
The change in contract includes the following:
Added new line items to the bid items of the project for completion of the proposed scope of work.
• Added new line item 125 for flowable fill for culverts - (RFI-53/PCO-14) for an addition in the amount of $81,900.00 and 10 days.
• Added new line item 126 for temporary driveway access - (RFI-64/PCO-15) for an addition in the amount of $199,947.85 and 0 days.
• Added new line item 127 for construction entrance/exit - (RFI-71/PCO-16) for an addition in the amount of $5,600.00 and 0 days.
• Added new line item 128 for waterline relocation at Sjolander and Archer Rd - (RFI-72/PCO-17) for an addition in the amount of $54,701.36 and 5 days.
• Added new line item 131 for Sanitary Repair Due to Bore Deflection - (RFI-80/PCO-19) for an addition in the amount of $65,583.50 and 4 days.
• Added new line item 132 for Flashing Lights for Traffic Barrels - (RFI-73/PCO-20) for an addition in the amount of $8,000.00 and 0 days.
• Added new line item 133 for Water-Filled Jersey Barriers - (RFI-73/PCO-20) for an addition in the amount of $19,200.00 and 0 days.
• Added new line item 134 for Collar for 6x3 RCB & CP Conflict - (RFI-84/PCO-21) for an addition in the amount of $6,408.92 and 0 days.
The above additions and deductions result in a net change in the amount of $441,341.63 and 19 calendar days.
The County issued the Project’s Notice to Proceed on 06/02/2025. Per Attachment M of the Contract, the work was to be completed within 240 days of the Notice to Proceed, or by 01/28/2026. With this and all other prior approved change orders, the work is to be completed within 259 days of the Notice to Proceed, or by 02/16/2026.
Expected Impact:
This project seeks to reduce flooding and strengthen resiliency in Harris County by assisting in the alleviation of structural flood damage to homes in Cedar Bayou Park subdivision.
Alternative Options:
The County could elect to fund the requested task or choose to reject it. However, if not approved, the contractor will not be able to complete the scope of work.
