Request by the Office of the Purchasing Agent for approval of an award on the basis of successful negotiations with the highest overall evaluation and that the County Judge execute an agreement with Torres & Associates, LLC. in the amount of $599,940 for professional engineering/architectural services to provide various watershed feasibility studies for the Flood Control District for the period of June 11, 2026 - December 10, 2027 (240419), MWBE Contracted Goal: 18%.

Background and Discussion: The Northeast Assessment Study area is unique in that it spans multiple watersheds and jurisdictions; it is 212 square miles and includes 365 miles of channel, including the entire Hunting Bayou (HCFCD Unit No.: H100-00-00), most of the Halls Bayou watershed (Unit No: P118-00-00), and a significant portion of the Greens Bayou watershed (Unit No: P100-00-00).

The first goal of the Northeast Harris County Neighborhood Assessment study is to provide an outline of the flood factors contributing to the flood risk across the study area; information will be provided to ensure understanding of flood risk from the watershed perspective and on a more granular scale by utilizing various available models and data sets. The second goal of the study is to capture the various ongoing and completed flood risk reduction projects by the Flood Control District and, where feasible, identify additional potential actions such as studies, projects, and maintenance items, that are beneficial for the study area communities. Finally, this study has an educational component beyond the delivery of traditional study deliverables to make the study findings more readily accessible.

Expected Impact: This study is funded under a CDBG-MIT grant and any potential flood risk reduction projects identified through the study will be used to inform flood risk reduction strategies within the study area and pursue future funding opportunities.

Alternative Options: The alternative to approving this item would be to cancel the project, which would result in loss of grant funding.
