Background and Discussion:
On October 29, 2024, Commissioners Court approved for Housing and Community Development (HCD) an award of up to $1,300,000 of Flex Funds to secure real estate project management, advisory and brokerage services to aid in the management of and appraisal of potential properties to further affordable housing in Harris County.
On May 8, 2025, Commissioners court approved for an execution of a 381 agreement to grant up to $1,300,000 of Flex Funds to the Harris County Housing Finance Corporation (HCHFC) to pay for essential professional services and operational support for initiatives originally supported with ARPA funds.
On January 12, 2026, Commissions court approved HCFC an amendment to the 381 Agreement Finance to align the original agreement with the reimbursement of payments to the HCHFC, with no additional funds being appropriated.
HCD requests the use balance of funds to help cover costs of post-closing and development work, including but not limited to real estate, planning, engineering, legal, and environmental consulting services on “as needed" basis, that contribute to our alignment with ARPA SLFRF federal and local policy. HCD request's the ability to maximize use of the existing allocation until ARPA close-out so that these funds can continue to be utilized on an as-needed basis and be responsive to the needs of developing and preserving investments made in the Multi Family portfolio. This request will have gone through Focus Area Team and Steering Committee as of 4/8/2026.
Expected Impact:
No additional funding requested; rather to use the funds to cover post-closing and development work including but not limited to real estate, planning, engineering, legal, and environmental consulting services on an “as needed" basis, that contributes to our alignment with ARPA SLFRF federal and local policy.
