Request by the Office of the Purchasing Agent that the County Judge execute an amendment to an agreement with Low Income Investment Fund to update the budget (Exhibit B) for Child Care Facilities Fund for Harris County for the period of December 5, 2023 - December 31, 2026, with no increase in the total contract amount (230147), Justification for 0% MWBE Participation Goal: 0% - Specialized, Technical, or Unique in Nature.

Background and Discussion:
On December 5, 2023, Harris County Commissioners Court approved the Supportive, Healthy, Inspiring, Nurturing, Environments (SHINE) Child Care Facilities Fund with an initial allocation of $35 million to provide funding for repairs and renovations to child care facilities in Harris County, along with cost-free technical assistance and training.
Low Income Investment Fund (LIIF), the vendor for SHINE, is proposing to reallocate $184k in funds from Grant Administration to the line item for Additional Technical Assistance and Trainings. The reallocation would allow the vendor to respond effectively to the high demand for technical assistance support, thus maintaining high-quality programming and strong standards for monitoring, compliance, and reporting.
Expected Impact:
The approval of this budget amendment will enable LIIF to fully utilize the allocated ARPA funds for the program while maintaining the highest quality standards in overseeing multiple renovation projects and providing technical assistance to awardees. This amendment will strengthen program operations without any negative impact on the program’s Key Performance Indicators or Scope of Work.
Alternative Options:
Commissioners Court could forgo approving the amendment, resulting in risk to the success of the SHINE program, including failure to effectively spend down these ARPA COVID-19 funds.
