Background and Discussion:

Harris County Public Health (HCPH) has been awarded a three-year Track 3 Maintenance & Advancement Base Grant from the National Environmental Health Association - Food & Drug Administration (FDA) Retail Flexible Funding Model Grant Program to enhance conformance with the FDA Voluntary National Retail Food Regulatory Program Standards. The Lone Star Collaborative initiative will focus on improving regulatory foundation, training, and capacity-building among jurisdictions across Texas. This includes maintaining Standard 9 through Level 2 Risk Factor Studies and conducting a Self-Assessment of all 9 Standards. The award consists of $30,000 for Standards 1-8 work, $30,000 for Standard 9 work, $3,000 for SA9, and $3,500 for a CY2025 Training Optional Add-On. The Capacity Building Add-On was not funded.

Expected Impact:

The project will advance food safety culture and compliance across Harris County and participating jurisdictions. It supports data-driven risk mitigation, improved inspection consistency, and long-term sustainability through training in Root Cause Analysis and Active Managerial Control.

Alternative Options:

Without this funding, HCPH and partner jurisdictions would continue to face delays in achieving full conformance with Regulatory Program Standards, limiting the effectiveness and uniformity of retail food protection across Texas.
