Background and Discussion:

On January 16, 2025, the U.S. Department of Housing and Urban Development (HUD) announced that Harris County would receive $67,326,000.00 in funding to support long-term recovery efforts following the 2024 Houston Derecho and Hurricane Beryl (DR-4781-TX and DR-4798-TX, respectively) through Harris County Housing & Community Development (HCHCD). Community Development Block Grant-Disaster Recovery (CDBG-DR) funding is designed to address needs that remain after all other assistance has been exhausted.

On April 10, 2025, Commissioners Court approved Harris County’s submission of the CDBG-DR Action Plan to HUD required to receive the $67,326,000.00 in CDBG-DR funding. HCHD submitted Harris County’s CDBG-DR Action Plan to HUD for approval on April 21, 2025. Then, on September 5, 2025, HUD approved Harris County’s CDBG-DR Action Plan. Finally, on September 17, 2025, HUD transmitted the CDBG-DR grant agreement to Harris County to be administered under grant number B-25-UU-48-0001.

Expected Impact:

Approval of the CDBG-DR award and execution of the grant agreement with HUD allows Harris County to receive $67,326,000 in CDBG-DR funding to support Harris County’s recovery from the Houston Derecho and Hurricane Beryl by addressing recovery needs that cannot be met by other sources, such as resources from insurance, Federal Emergency Management Agency (FEMA) programs, Small Business Administration (SBA) loans, or other recovery resources.
