Request Summary (Agenda Caption):
title
Request for approval of updates to the 2018 Flood Control District Bond Program.
end
Background and Discussion:
In January 2023, Commissioners Court directed the Flood Control District to return with a plan to complete the 2018 Bond Program using existing resources. Since that time, the Flood Control District has developed a plan that included a strategic review of each Bond ID while continuing to deliver a reduced risk of flooding to thousands of homes and businesses through 42 completed Bond IDs, relocated more than 3,150 people away from flood-prone areas, and resulted in approximately more than 200 community engagement meetings with 16,000+ registered attendees providing input and insights to our work.
Expected Impact:
To provide an update to Commissioners Court on the progress of the bond program, discuss administrative updates and changes, and offer clarification of project scope and funding considerations for the 2018 Flood Control District Bond Program for Commissioners Court approval. Such updates include details on the progress of 42 bond IDs completed with 139 in active status, along with construction activities advancing for several other bond IDs. The progress update also discusses securing CDBG funding and other partnership dollars to deliver progress on the bond program. Additionally, the update provides clarifications on scope that can be completed with existing resources along with recommendations for 13 bond IDs to receive increased funding, nine (9) bond IDs that are recommended for reduced funding based on technical analysis, and the consolidation of two projects for efficiencies.
Alternative Options:
Not approving this item could lead to funding and scope uncertainty in the 2018 Flood Control District Bond Program.
