Project Description:
Reginald Moore Park is a 23-acre public green space in unincorporated Alief located within 1.5 miles of 52,000 residents and eight schools. The Park is one of the few green spaces in the area and lacks several amenities critical to community health and well-being. Harris County identifies the Park and surrounding neighborhood as a low-to-moderate (LMI) income target area; approximately 45% of residents are LMI, 24% live below the federal poverty line, and 68% are people of color. Additionally, the Houston-Harris Heat Action Team ranks this neighborhood among the 10% of the hottest areas in the county due to limited tree canopy. Reginald Moore presents an opportunity to fill amenity gaps for active recreation (e.g., pickleball), safe pet exercise (e.g., dog park), and comfortable outdoor leisure (e.g., picnic areas, shade structures).
Harris County Precinct 4 is designing and constructing the following park improvements at Reginald Moore Park to fill the outdoor recreation service gaps in the Alief area:
- Pickleball courts (4)
- Playground shade canopies (2)
- Dog park
Precinct 4 will be leveraging the Harris County Housing and Community Development Block (CDBG) Program conditional award in the amount of $742,575.00 to complete other park features noted below.

Justification & Alternatives:
This project fills essential gaps in safe, healthy outdoor recreation in Alief, an area with high heat and a need for quality green space. The addition of a dog park, pickleball court, and playground shade structures will allow families and seniors to access shaded, convenient park spaces for outdoor activities for sports, play, and safe pet exercise. The alternative is to not leverage Community Development Block Grant - Public Facilities and Infrastructure (CDBG-PFI) funding approved for this project and delay construction for an undetermined length of time till funding for park improvements is available.
