Transmittal by the Flood Control District of a grant application submitted to the U.S. Environmental Protection Agency, for grant funds in the amount of $618,750, with no required match, for the Innovative Solutions for Improving Water Quality and Strengthening Local Economies in the Gulf of America Watershed grant (Clear Creek Watershed, Bond ID C-05, Project ID A500-08-00-W001, Precinct 1).

Background and Discussion:

The purpose of this transmittal is to apply for grant award funds from the U.S. Environmental Protection Agency (EPA) Innovative Solutions for Improving Water Quality and Strengthening Local Economies in the Gulf of America Watershed grant program to fund the A500-08-00-W001 Floating Vegetated Islands Project in the Clear Creek Watershed. The goal of the Floating Vegetated Islands is to provide environmental stormwater quality benefits to the existing Stormwater Detention Basin Project (A500-08-00-E002).

Expected Impact:

The objective of the A500-08-00-W001 Floating Vegetated Islands project is to enhance stormwater quality to the Clear Creek Channel, HCFCD Unit A100-00-00. If awarded, the EPA grant will provide funding for installation of plantings, maintenance, and monitoring of the floating vegetated islands to improve stormwater quality. The Flood Control District will utilize its resources and applicable consultants during the design and construction phases of the project, as well as the management of the grant approval process in compliance with Harris County statutes, applicable laws of the state of Texas, and Policy regarding Federal Grant Awards.

Alternative Options:

The alternative is to not apply for the grant funding, wherein the project is not completed, or the project will need to be entirely funded with local funding.
