Background and Discussion:

Woodland Trails Stormwater Detention Basin is a proposed regional flood risk reduction project along White Oak Bayou. It is a former residential subdivision of 132 acres that became the project site when the Flood Control District completed most of the buyouts of the homes within the neighborhood.

The first phase of the project is an excavation area of approximately 14 acres in the northeast of the site, where all residential homes have been demolished and the remaining vacant lots are now owned by the Flood Control District. The Agreement will provide for the safe removal and relocation of certain electrical facilities that were servicing the removed subdivision homes. This will allow for safe stormwater basin construction to proceed.

Once the facilities are removed, the Flood Control District will receive a Letter of No Objection (LONO) to comply with Harris County requirements of abandonment of the subdivision streets. The prioritization framework score for this project is 6.60 and occurs in the 2nd quartile under the 2023 Prioritization Framework approved by Commissioners Court.

Expected Impact:

Upon execution of the utility adjustment agreement, the utility will execute removal of the facilities that will allow for the safe construction of the project stormwater basins.

Alternative Options:

If no action is taken, Flood risks will remain the same.
