Background and Discussion:

The Community Health and Violence Prevention Services (CHVPS) Division provides a public health solution that operates outside of and complementary to law enforcement to reduce gun violence through credible messengers, community-based outreach, and ongoing community engagement. Launched in 2022 with support from $2,000,000 in CVIPI funding, CHVP’s Relentless Interrupters Serving Everyone (RISE) program currently operates in four Harris County zip codes: 77021, 77033, 77051, and 77090.

Expected Impact:

Making Harris County safer and more just by reducing violent crime is one of the top goals outlined in the countywide strategic plan. The strategic plan also prioritizes expanding the reach of the RISE program. If awarded FY25 Community-Based Violence Intervention and Prevention Initiative funding, CHVPS could expand the RISE program in the Cloverleaf area (77015). This move would involve hiring three full-time staff: two Outreach Workers (i.e., credible messengers) and one Violence Interruption Supervisor. The Cloverleaf area was identified in partnership with the Harris County Sheriff’s Office (HCSO) as having high rates of violent crime. Targeting this zip code would allow the grant’s resources to be directed where they are most needed. Additionally, potential grant activities include supporting a separate pilot of a HUB model in the Cypress Station area, adding HCSO staff and/or an HCPH Case Manager to coordinate services for high-risk, high-need residents.

Alternative Options:

If the Court does not approve this application, CHVPS would be unable to expand RISE services in Cloverleaf or support the HUB pilot in Cypress Station. HCPH sees no drawbacks in applying for the CVIPI grant program given that there is no required match.
