Background and Discussion:
The purpose of the Lone Star College-CyFair (LSC-Cy-Fair) is (a) serving its local taxing district and service areas in Texas, (b) satisfying the System’s accreditation requirements, which include the maintenance and operation of a college level library, and (c) serving the needs and providing the educational resources as prescribed under Chapter 130, Texas Educational Code.
Expected Impact:
The County operates the Harris County Public Library (“HCPL”), a network of community-focused libraries, to help meet the diverse informational, educational, and recreational needs of Harris County residents. It is to the mutual benefit of HCPL, Lone Star College, and their respective constituencies to furnish, equip, staff, operate, and maintain the Joint Library in accordance with the terms contained herein and to have the Joint Library serve, and be available to, the general public. HCPL currently has $2,000,000 budgeted for this project. The MOU cost has increased by 2% every year since the original agreement in 2021, resulting in a FY26 shortage of $273,108 and an anticipated FY27 shortage of an additional $45,456. This has been previously covered by vacancy savings, but due to FY26 vacancy savings budget reductions the full shortage of $318,564 was requested during the FY27 CLSS process. For this request, $45,462 was recommended and presented by OMB to Commissioner's Court on 5/14/26.
Alternative Options:
Not approving the interlocal agreement between Lone Star College System District and Harris County Public Library for Use and Maintenance of Library Facilities would negatively impact the community.
