Request for approval of an interlocal agreement with the City of Houston, for a partnership project for conveyance improvements to Taylor Gully Channel Improvements Project (San Jacinto River Watershed, Project ID G103-80-03.1-E002, Agreement No. 2025-24, Precinct 3).

Background and Discussion:

This interlocal agreement will provide $13.2 M in funding for the construction of the Taylor Gully Channel Conveyance Improvements project through a partnership with the City of Houston. This project aims to reduce flooding in the Kingwood area by improving stormwater conveyance within Taylor Gully including construction of channel conveyance improvements and Compartment 1 of the Woodridge Stormwater Detention Basin. This project is funded through multiple partnerships including CDBG-MIT funding, EPA-STAG funding, and this agreement along with funding from the 2018 Bond Program. The Taylor Gully Conveyance Improvements project occurs within the 2nd quartile of the 2022 Prioritization Framework approved by Commissioners Court.

Expected Impact:

This agreement will provide additional partnership funding necessary to complete construction of the Taylor Gully Channel Conveyance Improvements project.

Alternative Options:

The alternative is to not accept these funds from the City of Houston,  which would delay the realization of flood risk reduction benefits for the area.
