Background and Discussion:
GTRI has been awarded federal funding from the U.S. Department of Agriculture's (USDA) Forest Services for an initiative that will increase tree canopy, foster community resilience, and improve access to employment in underserved communities in Houston and Harris County. The initiative, "ForUsTree: Creating an Inclusive Community Canopy within Houston and Harris County," will use equitable and inclusive engagement and a community-based approach to implement multiple tree plantings, reforestation projects, and educational activities in the region's most vulnerable areas.
This Interlocal Agreement will provide the Flood Control funding to plant and maintain trees in Disadvantaged Communities as identified by the Federal Climate and Economic Justice Screening Tool. This project includes the planting of 42,000 trees over the next five years on Flood Control Rights-of-Way located in Disadvantaged Communities.
Expected Impact:
This agreement will allow for the reimbursement of funds expended in executing the project scope and expand the number of trees planted by the Flood Control District’s existing tree planting program annually by 70%.
Alternative Options:
The alternative to approving this item would be not approving this agreement, which would result in the loss of $6 mil. of reimbursable funds.
