Background and Discussion:

On September 28, 2021, Commissioners Court approved the purchase of Cartegraph for Precinct 2 as a work management solution.  Precinct 2 had done an overall analysis of vendors and concluded that Cartegraph was the work management system solution they required.   This solution was selected based on a constantly changing landscape, fast growth, and the scale that Harris County requires.  OpenGov|Cartegraph was selected with the ability to grow and because each department can pursue what fits their requirements independently of the others, while still being managed as one product.   On January 25, 2022, Commissioners Court approved expanding the solution to cover all precincts, other departments including Engineering.  The Engineering Department wishes to expand the capabilities of the platform further with the addition, integration of an OpenGov module which will address existing challenges, optimize workflows, and provide a superior, user-friendly, and adaptable solution for managing asset-related processes.

Expected Impact:

The integration of the OpenGov module improving existing workflows associated with the asset management system. The proposed integration is strategically designed to augment the HCED's operational efficiency across key workflows, namely Platting, Acceptance, and Asset Log, as part of the overarching transition to the Cartegraph OMS asset management software.  By extending the OpenGov module to the existing Cartegraph OMS, the Department gains a robust solution that not only facilitates coordination with external parties but also allows for the efficient handling of large documents associated with Platting, Acceptance, Permitting, and all county-owned assets.
