Background and Discussion:

This service will provide support for infrastructure maintenance work that will be executed as a result of the passage of the “Maintenance Matters” Proposition in November 2024. This service is utilized to manage desirable vegetation and eradicate undesirable and invasive vegetation within the District’s mitigation bank properties. The primary vendor selected “No bid” on a few secondary pay items that are not often used and are only used when absolutely needed. The District has other contract options in place to provide those services if absolutely required. All other pricing provided by the primary vendor are much lower and provide much better value to the District over the secondary vendor.

Expected Impact:

The department is currently providing this service with a term contract and is requesting continued funding. Services include mowing around filtering ponds and the wetland nursery, annual tallow removal and other undesirable species control and seedling plantings to improve diversity and maximize banking credits in bottomland and upland sites.

Alternative Options:

An alternative option would be to eliminate the contract and have the maintenance of mitigation banks be handled by the District’s Regulatory Compliance Department.
