Request for approval to conduct one HazMobile Household Hazardous Waste (HHW) Collection Event or BOPA (Batteries/Oil/Paint/Antifreeze) Event in each Precinct on any date prior to January 31, 2026, at a cost not to exceed $40,000, in accordance with Harris County's Texas Pollutant Discharge Elimination System (TPDES) Stormwater Permit, Countywide.

Background and Discussion:
In accordance with 30 TAC §335.403(b)(6), this action authorizes the use of Harris County properties for these HHW collection events, which will allow residents the opportunity to properly dispose of household hazardous waste.
These events provide residents of unincorporated Harris County an easy, safe, and efficient way to dispose of chemicals found in their home. These events are localized and have been conducted in the spring and fall since 2007. These events are conducted in areas that are not near the permanent collection facility.
Event collection events are planned for the following dates: Precinct 1 (HazMobile) on October 18, 2025, Pct 2 (HazMobile) on December 6, 2025, Pct 3 (HazMobile) location and date to be determined, and Precinct 4 (HazMobile) on November 15, 2025, all subject to adjustment in the event of inclement weather.
Expected Impact:
This is in compliance with our stormwater permit and is a mandated program. These smaller collection events prevent 4 tons of hazardous chemicals being placed in our landfills annually. If placed in the landfill, these chemicals will eventually make their way to our waterways.
Alternative Options:
Residents will have to bring their items to the HHW Facility instead of having an event in their area.
